江苏是南方粳稻生产大省，推进水稻的优质化布局对于江苏农业高质量发展和打造千亿级稻米产业具有十分积极的意义。江苏具备水稻品种优质化布局的重要基础和良好条件，但当前也存在着品种布局不均衡、优质品种结构化矛盾突出、品种应用不适应市场需求、与生产实际相脱节等矛盾，应充分利用江苏水稻生产区位优势、生态资源优势，加快绿色优质食味品种育种攻关，加快优质品种审定和推广，科学优化品种应用布局，促进优质粳稻安全优质生产，推进江苏优质水稻品种利用布局合理化、科学化，以进一步提高江苏稻米产业的竞争力。
