内江再生稻产业化经营模式创新与利益联结机制研究:基于新型农业经营主体的视角

摘要

内江市水稻播种面积常年稳定在8.0万hm2左右,总产量约67.0万t。近年来,内江市积极响应国家战略部署,立足区域地理气候条件,以隆昌市为核心产区,稳步推进再生稻产业发展,显著提升了资源利用效率与经济效益。本文以内江市再生稻产业为研究对象,在系统梳理其发展现状的基础上,重点剖析“龙头企业+专业合作社+农户”“村集体经济+示范园区+农户”“专业合作社+农户”“科研机构+专业合作社+农户”等典型新型经营模式的内涵特征、运行机制及实施成效,指出当前再生稻产业化进程中存在的区域适应性不均衡、栽培管理技术标准化程度偏低、农机农艺融合不足、利益联结机制不够紧密、产业链延伸有限等问题,并从加强品种选育与技术推广、深化农机农艺融合、创新与完善利益联结机制、延伸产业链并提升品牌价值、强化政策支持与服务保障等方面提出针对性对策,旨在推动内江再生稻产业实现高质量、可持续发展。

Abstract

The rice planting area in Neijiang City has remained stable at over 80 000.0 hm2 annually, with a total output of approximately 670 000.0 t. In recent years, Neijiang has actively responded to national strategic initiatives, leveraging its regional geographic and climatic conditions, and taking Longchang County as the core production area to steadily promote the development of the ratoon rice industry, significantly improving resource utilization efficiency and economic benefits. This paper takes the ratoon rice industry in Neijiang City as research object, and on the basis of systematic reviewing its current development status, focuse on analyzing the connotative characteristics, operational mechanisms, and implementation outcomes of several typical new business models, including “leading enterprise+specialized cooperative+farmer”, “village collective economy+demonstration park+farmer”, “specialized cooperative+farmer” and “research institution+specialized cooperative+farmer”. It identifies existing issues in the industrialization process of ratoon rice, such as uneven regional adaptability, low standardization of cultivation and management techniques, insufficient integration of mechanization and agronomy, relatively loose interest linkage mechanisms, and limited industrial chain extension. Corresponding countermeasures are proposed from the perspectives of strengthening variety breeding and technology promotion, deepening the integration of agricultural machinery and agronomic practices, innovating and improving interest linkage mechanisms, extending the industrial chain and enhancing brand value, and reinforcing policy support and service guarantees. The aim is to promote high quality and sustainable development of the ratoon rice industry in Neijiang.
